摘要
制造业是国民经济的基础和支柱,制造业的发展离人才素质的提高,而人才素质的提高有赖于对人才进行持续不断的选拔与培养管理。面对新的经济环境和形势,传统的低劳动力成本型和高资源消耗型制造业格局已逐渐丧失了其核心竞争力。与此同时,一大批新型制造业企业却凭借着自身的人才优势和技术优势,在激烈的国际竞争中日益崭露头角。人才素质的提高,成为制造业自主创新的源泉;而制造业的飞速发展,又对人才提出了更高的要求。制造业与人才之间互为支撑,形成了良性互动的关系。只有创造良好的环境和条件,培养和凝聚各类制造业人才,特别是优秀拔尖人才,充分调动广大人才的积极性和创造性,努力开创人才辈出、人尽其才、才一尽其用的良好局面,才能建设出一支与制造业发展相适应的,规模宏大、结构合理的高素质人才队伍,为我国最终成为世界制造强国提供充分的人才支撑和智力保证。
