一、绪言
随着城市化进程的逐渐深入,我国社会经济得到快速发展,人民生活水平逐渐提高, 人口快速增长的同时对物资需求也逐渐提高,与生活息息相关的房地产也越来越得到重视。从1998年国务院颁布《关于进一步深化城镇住房制度改革加快住房建设的通知》 ① 以来,住房从非商品化到商品化的体制的基本建立, 人们的住房观念发生了很大的转变,房地产投资的持续稳定增长、以及与房地产业相关的各种政策措施和法律逐步完善,我国的房地产业逐渐发展壮大,对于改善国民居住条件、拉动社会经济增长、扩大就业和加快城市建设都起到了重要作用。房地产业逐渐成为我国国民经济发展的支柱产业,他是社会经济发展的主要体现,在国家经济社会生活中扮演着越来越重要的角色,他关系到社会的稳定和国民经济的健康发展,是衡量一个地区经济发展水平的重要标志。
中国是一个地域辽阔,各地区发展水平差异很大的国家,而且房地产产品具有单件生产性和不可移动性,加上影响房价因素多而复杂,决定了个体间、区域间存在差异,这种差异导致房地产市场的复杂性。而房地产价格是房地产经济中的一个核心问题,它关系到房地产所有权和使用权在经济上的实现,房地产市场运行的秩序和房地产资源的优化配置。
