房地产宏观调控指国家运用经济、法律和行政等手段,从宏观上对房地产业进行指导、监督、调节和控制,促进房地产市场总供给与总需求、供给结构与需求结构的平衡与整体优化,实现房地产业与国民经济协调发展的管理活动。2012年11月,在十八大报告中,胡锦涛同志表示,要“建立市场配置和政府保障相结合的住房制度,加强保障性住房建设和管理,满足困难家庭基本需求”,坚持房地产市场调控政策不放松
