摘要
1978年党的十一届三中全会做出了实行改革开放的重大决策，我国外贸企业的发展由之前国家控制对外贸易，转变为八十年代后地方主办外贸活动；随着九十年代国家放开企业对外贸易经营权，中小企业得到了迅猛发展；特别是近几年，中小企业在我国产品出口中的地位日趋明显。但近几年，在国家宏观政策调整、出口退税率下调、人民币升值、国际经济环境恶化等一系列不利因素的作用下，外贸企业尤其是中小外贸企业的经营环境日益恶化，内部也产生了较多压力与问题，如何缓解当前的问题，如何使中小外贸企业稳步发展已成为当务之急。面对这些问题，我国政府和企业都要采取一系列措施，挽救中小型外贸企业与水深火热中，使企业尽快实现从量到质的转变。
