摘要
本文以资兴市为例，通过数据分析资兴市乡村人口的现状，发现存在乡村本土人才先天培育不足，人才大量流失；农业从业人员学历层次偏低；新型农业人才规模化和专业化程度低；对乡村人才培育资金投入不足等问题。为破解资兴市乡村人才集聚困境，提出政府多措并举，引导乡村人才集聚；通过产业集聚推动人才集聚；通过内外联动实现人才集聚；完善人才激励制度等对策，促进乡村人才集聚，推动乡村振兴月发展。由于乡村内生性的人才较少，并且随着城市化的发展，农村青壮年中有很大一部分转移到了经济更为发达的城市，而城市中的人才也大多不愿意到乡村来，导致乡村各类专业人才不断流失，乡村人才集聚出现困境。

ABSTRACT
Taking Zixing as an example, this paper analyzes the current situation of rural population in Zixing, and finds that the native rural talents are under-trained, and the agricultural workers have low educational level The new-type agricultural talents are low in scale and specialization, and lack of investment in the cultivation of rural talents. In order to solve the problem of rural talent accumulation in Zixing, the government should take multiple measures to guide the rural talent accumulation, promote the rural talent accumulation through industrial agglomeration, realize the talent accumulation through internal and external linkage, and improve the talent incentive system, promote rural talent gathering, promote rural revitalization month development. With the development of urbanization, a large proportion of the young and middle-aged people in the countryside have moved to more economically developed cities, and most of the talents in the cities are reluctant to come to the countryside, causes the countryside each kind of specialized talented person to drain unceasingly, the countryside talented person gathering appears the predicament.
