政府官员激励与约束机制研究
内 容 摘 要
公务员制度是现代政府人事行政体制的普遍形式。在西方发达国家已有一百多年的历史,制度体系已经较为完善。在我国由于历史问题,公务员制度发展时间比较短,虽然能够借鉴一点他国的成功经验,但最终还要基于中国根本国情做出相应改变。公务员作为国家最特殊公共部门的工作人员,其公共性决定了对其实施激励与约束的特殊难度,一方面公共服务的成果难以量化,对公务员的绩效进行评估难度大,另一方面公务员实现常任制,对绩效底线的公务员不能采取私营企业的直接解雇的办法。这些导致一部分公务员思想步调与中央脱节、贪污腐败、懒政、不想为、不敢为和不作为等问题的出现。本文尝试从激励与约束两个方面探讨解决问题的可能途径,一方面从激励角度出发,完善公务员晋升途径、满足公务员基本生活需求,另一方面从约束角度出发,加强公务员道德修炼、完善制度建设、完善法律监督和约束建设。
