内 容 摘 要
所谓企业政府关系,是指以企业作为行为主体,利用各种信息传播途径和手段与政府进行双向的信息交流,以取得政府的信任、支持和合作,从而为企业建立良好的外部政治环境,促进企业的生存和发展。
在企业政府关系中,企业是主体,政府公众则是客体,也即企业政府关系的作用对象。政府公众是一个庞大而复杂的体系结构,从公共关系的角度可分为三个层次:一是国家的中央政府和组织利益所触及的各级地方政府;二是政府组织机构的职能部门,企业通过这些部门与政府打交道,接受政府的管理和约束;三是政府组织中的工作人员,在与政府交往过程中,企业需要接触到政府的各级官员、行政部门的助理和秘书,以及职能部门的其他工作人员。
