在现代社会中，税收扮演着十分重要的角色。他不仅是政府筹集财政资金的主要手段，而且也是政府用以调节社会经济生活的重要经济杠杆。本文运用改革税制的基本理论作为分析的出发点，对我国地方税制改革中存在的问题及其负面影响进行分析，指出了地方税制改革中存在的问题及其影响，提出在新一轮制度创新中的对策思路。

He not only whether government raise main means of financial fund, is it regulate social important economic lever of economic life to use government.
