摘要
乡村振兴战略为乡镇旅游业的发展带来了机会,为贯彻落实乡村振兴战略,南山镇积极推进乡镇旅游业的发展,但由于我国乡镇旅游业的发展相对其他地区相对较晚,普遍存在基础设施不健全、管理人员素质偏低、旅游项目开发缺乏特色、农村的独特文化有待挖掘等问题,不能满足经济的发展要求,其严重阻碍了乡镇旅游业的发展,这些问题的出现于政府的职能缺失或缺位脱不了干系,从而要求政府摆正姿态,不断优化其职能。
本文以南山镇为例,首先对南山镇乡镇旅游业发展的现状进行分析,重点分析南山镇的旅游资源及其开发情况,从中找出南山镇旅游业发展中存在的问题,主要是公共产品不健全、从业人员素质低、平台建设滞后、营销手段缺乏新意等,然后分析政府在旅游业发展中发挥的作用,指出政府在旅游业发展中应当做好公共服务的提供者、旅游资源的规划师、相关利益者之间的协调者及旅游市场的招商引资者。最后为政府更好履行职能从而促进乡镇旅游业发展提出对策。

Abstract
Rural Revitalization Strategy has brought opportunities for the development of township tourism. In order to implement the strategy, Nanshan Town actively promotes the development of township tourism. However, due to the relatively late development of township tourism in China compared with other regions, there are generally imperfect infrastructure, low quality of management personnel, lack of characteristics of tourism project development, and unique rural culture to be explored These problems can not meet the requirements of economic development, which seriously hinder the development of township tourism. These problems appear in the absence or absence of government functions, which requires the government to take a positive attitude and constantly optimize its functions.
Taking Nanshan Town as an example, this paper first analyzes the current situation of tourism development in Nanshan Town, focusing on the analysis of tourism resources and its development in Nanshan Town, and finds out the problems existing in the development of Nanshan Town tourism, mainly including imperfect public products, low quality of employees, lagging platform construction, lack of innovative marketing means, etc It is pointed out that the government should be a good provider of public services, a planner of tourism resources, a coordinator among relevant stakeholders and an investor in the tourism market. Finally, it puts forward countermeasures for the government to better perform its functions and promote the development of township tourism.
