简析杭州市新型农业社会化服务组织建设发展情况
——以富阳区新登镇、洞桥镇为例
当前,杭州市总体上已进入以工促农、以城带乡的发展阶段,要用城市化的视角审视三农问题,以城市工业经济带动农村经济的发展,逐渐缩小城乡差距,以城带乡相互协调相互促进,激发城乡活力实现共同发展,充分发挥村民主体作用,进一步完善新农村建设发展规划,形成城乡经济社会发展一体化新格局。不断强化和完善新型农业社会化服务体系建设,既十分必要,又十分紧迫。党的十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》指出:“建设覆盖全程、综合配套、便捷高效的社会化服务体系是发展现代农业的必然要求”。这是我们党为巩固和加强农业基础地位作出的重要决策,对于推动农业和农村经济结构战略性调整、提高农业综合生产能力、促进农民增收致富发挥着重要作用。
